The Awards Process
Like the solicitation process, the awards process used by DLA is potentially quite different from that used in the commercial world. After you have submitted your quotation against an RFQ via DIBBS (or by mail for RFPs), the DLA takes time to review all bids before issuing a contract. That is one reason why your quotation must be valid for 90 days. On the other hand, a Micro-purchase (solicitation with estimated value under $2,500) can be awarded prior to the solicitation closing date, so it is to your benefit to provide your bid as quickly as possible.
The awards tutorial explores the criteria that government buyers consider when reviewing bids and awarding contracts, including an overview of the Automated Best Value System (ABVS).
