e-Business Accounts

Electronic Commerce (EC) is a big focus as a result of the current law as stated in the 2001 National Defense Authorization Act (DFARS 252.232-7003 & 252.232.7003 Electronic Submission of Payment Requests - January 2004) that requires claims for payment under a DoD contract to be submitted in electronic form.

This section covers two areas of e-business that are mandatory for government vendors.

  1. Wide Area Work Flow (WAWF) - allows vendors and government users to submit invoices and receiving reports (DD250s) electronically, free of charge.
     
  2. Online Representations & Certifications Application (ORCA) - replaces most of the paper based Representations and Certifications (Reps and Certs) in Section K of solicitations with an Internet application.

Information on Electronic Document Access (EDA) has also been included in this section. EDA is not mandatory but recommended for large government vendors.
